The minister added that although a potential resolution by the Security Council based on "the former article 7", which stipulates military intervention, has been "mooted for weeks", there remains "the difficulty in concrete terms of convincing Moscow and Beijing", who despite allowing resolutions for the deployment of observers in Syria, "have said firmly that they will not discuss the matter".
Terzi announced that "a small field hospital with Italian doctors able to treat the people affected by this tragedy" was about to be sent to a country neighbouring Syria. The conflict in the country, he said, has caused "more than a million people to flee their homes and probably hundreds of thousands to leave the country".(ANSAmed).
